Ndiaga Loum

Ndiaga Loum (PhD in Communications, MA in Political Science, BA in Public International Law) is a Full Professor in the Social Sciences Department at the University of Quebec in Outaouais (UQO). He is a Senghor Chair of La Francophonie and the co-founder and Director of the PéRICOM laboratory, which studies Communications policies and interdisciplinary regulation. His current research, which is funded by SSHRC and the International Organization of La Francophonie (IOF), addresses power relations between politics and media. A visiting professor at several universities, including Paris 2-Assas and UCAD-Dakar, his areas of research are the legal, political and ethical regulation of Communications, international relations and development, and political and intercultural communication. He is also the author of nearly 100 peer-reviewed academic articles. He is a recipient of the Christiane Mélançon Excellence in Teaching Award (Quebec 2018), and as an expert in international humanitarian law, he has collaborated with several international organizations, such as the ICTY, Equitas, the African Commission on Human and Peoples' Rights (ACHPR), and Rights & Democracy.
